Job Summary:

The Lead Project Manager is key leader of the OPM team with responsibilities across all Administrative Systems teams to provide guidance and oversight for all project work. With demonstrated expert-level skills for project management, portfolio management, and resource management, the Lead Project Manager is responsible for coordinating and/or managing multiple activities, including ongoing operations. This includes planning and managing the Administrative Systems project portfolio, monitoring active projects to determine mentoring and coaching opportunities for assigned project managers, stewarding the NUIT AS PM Framework and PPM toolset repository, and providing direct supervision for OPM project managers.

Specific Responsibilities:

PPM Operations

  • Leads Administrative Systems team in project portfolio planning, including annual planning and quarterly planning review for selected project work and resource allocations
  • Champions PPM processes and provides assistance (as needed) with using tools to plan, estimate, schedule, and report project work.
  • Facilitates PPM meetings, including periodically presenting project portfolio status and progress updates.
  • Coordinates and participates in continuous improvement activities to improve, enhance, and expand PPM practices and capabilities.
  • Analyzes and interprets PPM data for trends and anomalies. Makes recommendations for improvement opportunities.
  • Works with PPM Admin to maintain PPM tools, including Daptiv, the Project Management Framework, and the PM Toolset Repository.
  • Coordinates with technical and functional managers for resource planning.

Project Management

  • Manages the initiation, planning, execution, monitoring/controlling and closing of Information Technology (IT) projects in support of organizational area's strategic objectives and ongoing operations.
  • Interacts with project leadership to determine and document project objectives, scope, functional requirements, metrics, key performance indicators and stakeholders.
  • Collaborates with functional and/or technical lead to determine resource requirements, budget, and deliverables.

  • Provides work direction and/or supervises staff such as team members, subordinates, contractors, vendors, students, etc.

Minimum Qualifications:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.
  • 6+ years managing Information Technology (IT) projects or other relevant experience required.
  • PMP certification or equivalent.

  • Knowledge of project portfolio management practices, including demand management and resource management.
  • Knowledge of structured project management, including common principles, methodologies, and tools used by practitioners with demonstrated ability to apply effectively and appropriately to projects.
  • Strong knowledge of single iteration, multi-iteration, and hybrid project approaches, with demonstrated experience applying the appropriate approach based on specific projects.
  • Ability to analyze portfolio, resource, and project data.
  • Ability to plan and schedule projects, including estimating time and resources, with an ability to track, manage, and report on projects as they are executed, adjusting as needed based on project experience.

Preferred Qualifications:

  • 6 years' experience managing complex IT projects as a project manager or project lead.
  • 2+ years' experience managing a team of IT staff, providing coaching & mentoring, and participating in hiring and supervision.
  • 6 years' experience working with enterprise level business application systems and with their constituencies.
  • Knowledge of the software development process, cloud implementation process, and/or industry standards to support the processes.
  • Experience working with Agile approaches to software development and Agile teams, including cross functional teams.
  • Experience in a higher education institution or other nonprofit organization.
